The Drowning Labyrinth Quest
Step 9 is bugged. You cannot “become initiated” because the papers are not on the crate.
After reading comments on Reddit this has been an issue for some people since February. Fix your game Bungie

For the time being, if you have started this quest with another character, you will need to continue the quest on that alternate character to continue progress on your main character.
