I thought having it fixed low was bad but this change is just absurd

Shields start recharging 0-25% more quickly and take 0-50% less time to fully recharge.
That means you’ll need two pieces of gear with recovery (not all sets will have it, thus screwing with buildcraft) to get even minimal bonuses to regen speed.

Sixty may as well be 0, the difference is negligible but you see the difference between 6-10?

It's been 100 resil and whatever ability your build uses, usually discipline and strength and sometimes mobility on hunters and solar warlock for speedrun stuff
