I honestly would have preferred that they use a text-to-speech voice during this time, something clearly not a real person but also not "AI" so that there was no confusion this was intended as a placeholder. It would put emphasis on the whole reason for the VAs not being there while also allowing players to not miss dialogue because they couldn't read fast enough or not realize dialogue was playing.
