Can't get all lost encryption bits
When I was looking for all the regional chests, I opened the first couple noticing I wasn't getting any of the encryption bits like I was supposed to. After that I noticed my inventory was full and made space after that I continued on getting my bits. At the end I am missing 4 bits and I can't seem to get them any way. The chests wont respawn after a new week and I'm not sure what else to do.
Does anyone have any ideas?

While the regional chests are a part of the quest, there are several other requirements that need to be completed to receive the weapon. You should still be able to acquire the weapon despite the predicament you are in. Please ensure all the other requirements have been completed.
