MY CURRENT ARMOR
if my current armor is based stat of 68 does that mean when the new arrives it's already tier 4?
if not will we know ahead of time what it will be or have to wait till that first day to find out?

No. No existing armor will be what you want… It will be good enough to get you moving, but you will be searching for upgrades.

No one knows the actual conversion rate. Datto and Skarrow9 both used the phrase "pretty good" for stats but said it was never higher than tier 3. Of course it will not have any set bonuses and you will not be able to take full advantage of the artifact bonuses without 5 pieces of new gear.
