I bought this from the gunsmith. I wasn’t paying attention and accidentally dismantled it. Is it gone forever? Is there a way I can get it again? I was hoping to get it on another character but for some reason it seems my account are all connected.

The Gunsmith claimable weapons are once per account. You'll need to farm Iron Banner/focus at Saladin in the future to obtain another Attrition Orbs/Kinetic Tremors roll.
