In the current EoF system, weapon tiers depend on player power and activity difficulty, with no way to upgrade weapons. This means that weapons from sources without difficulty modifiers are capped at tier 3, such as Crucible, Gambit, Iron Banner, Dares of Eternity, and Xur/Banshee weapons. This is NOT okay.
ALL weapons need to be fully enhanceable to tier 5. If Bungie doesn’t have them drop from those activities, they need to implement an upgrade system (probably using a currency like Spoils of Conquest).
Edit: To clarify sourcing, the TWID says the new gear only comes from Portal activities, which streamers have collaborated. “To get the best gear, you will need to face the hardest challenges, like Grandmaster and the new Ultimate difficulty, which you reach by adding different modifiers to the activities found in the Portal.” Note that this excludes raids, dungeons, or other difficult activities via the director. It has to be through the portal to drop tier 5 weapons (which I assume may rotate through those.)

There isn't any gameplay or overview for the modes you listed, and neither banshee or xur have ever sold max level gear, so why would they start now. I'm going to assume that you didn't even consider the rank up rewards for any of the modes you listed. I'll also assume that you didn't even think of how bungie also decides what xur has each week and without it being confirmed by them, there isn't anything stopping them from having him sell a tier 4 or 5 item.
