Destiny Crashing instantly when launching with no error message

My friend randomly started crashing when he launches the game after not turning his pc on for a couple days and can't play at all anymore. He opens the game it hits the pre title screen loading screen and it immediately freezes, gets no pc error codes, the game doesn't close, and it just won't make it past that screen. Weve tried swapping the gpu and the ram to see if that was the issue and it wasnt, we've tried all the bungie requested options to fix it and nothing worked and tried reinstalling windows freshly and nothing has worked (also fully cleaned his pc). If anyone has any suggestions to fix this, I'm open to hear it cause, we have run out of things to try and trying to avoid buying a brand new pc. This only happens to destiny nothing else
