Given that dmg_04 has recently outlined publicly on X/Twitter how Bungie approaches cheating and that the community only sees the "tip of the iceburg" of Bungie's efforts to address and control bad actors within the game, I wouldn't say these parties are going unpunished, but rather their not being punished in timeframe and/or way that you find acceptable.
