Should it not activate on one hit/ the moment you deal damage? Has it just been bugged this whole time and nobody cares to fix it? I'll put whole mags into people in crucible and the dude will NOT go like if im going to put myself out of cover to use proc this ability, id hope it works, but it just sometimes decides not to. Its just so frustrating man and NOBODY talks about it :/
