Basically, holding the suppressor grenade with the Chaos Accelerant aspect would cook it so that it explodes earlier when releasing the grenade button. It could also explode in hand and suppress the player if they don't stop cooking the grenade.

Honestly, I'd like to see CA get the same treatment as other aspects that enhance grenade effects. Just give them a straight buff, no charge time. I never use CA because I don't want to stand around charging grenades. This is a relic of Void 3.0 being the first of the overhauled subclasses. Since then, touch of flame, touch of thunder, and touch of winter all offer enhanced grenades without charge time. Mindspun invocation is the only other aspect where consuming a grenade requires a "charge" but it's benefits are beyond just making the grenade bigger or lasting longer. Some people might point to handheld supernova as a reason to leave it as a charge mechanic, but I think there are other ways this could be more effectively used if folded into a new mechanic. Maybe even make it a chargeable deployment style aspect like gunpowder gamble or ionic sentry.
