Let players activate all artifact perks (pve only)
PVE ONLY
Not sure if we will ever have artifacts going forward (Frontiers..)
...but would players be too overpowered if we just had access to all the perks?
....I imagine just letting players earn them all would showcase what Bungie cooked up for the season

Artifact should be completely disabled in PvP. I guess it is too much to ask. Earning all perks would make us too powerful and I can imagine would cause huge balancing issues to Bungie. I would personally like it so that we could select/deselect certain amount of mods for each column (like for example 4 in 2nd and two in last) directly regardless of used points, as it is SUPER annoying to clear everything when you just want to change one mod for 1st col for example.
