This has been going on since the start of heresy but only for a limited number of guardians, it seems. It's extremely frustrating and makes zero sense. The default sorting is all out of wack and there's no apparent logic to how it's arranged, it's just random. There's no excuse for this. Please fix this problem before the next act releases, it should've been fixed by now. I'm worried (for good reason) that this will go on for another year or so just like the name change scenario that didn't get fixed for the longest time, mainly because it wasn't game breaking or benefiting players in any way - even if it wasn't game breaking but benefited players in some way (like a free event pass!) this would've been patched within a week or less and we all know it. But hey, at least you fixed chatterwhite's placement in the shader list, something nobody cares about or even uses, appreciate it....
