Teach players how to play PVP.
Show them what perks work in PVP and what does not. Teach them pairing a hand cannon and auto rifle might not be the best idea. Teach them pairing a pulse and a scout might not be a good idea.

Honestly weapon choice matters less than tactics and awareness. The majority of the crucible skill gap is movement and map knowledge. And some ppl just aren't built for tactics good perks bad perks don't really matter when you're chillin out in the open in the main lane of engagement.
