Nezarec was strong before the witness while Rhulk didn't gain his power till the witness made him strong.
Not to mention the Nezarec we fought was in a weakened state and not at full power.
Based on lore, I'd say it stands to reason that the witness made him a disciple purely because he could rival the witness if he was more motivated.
