Existing friend shows me as blocked on their side, but they did not block me

imaner76#2476 shows me (Insane Golgotha#7019) as blocked in game, but he has not blocked me. We've tried so many thing to resolve it such as sending friend request, I've tried blocked/unblock him, and in game chat. We are unable to make it so he can unblock me and add as a friend. We've spent a few hours on Discord trying different things but cannot resolve this issue. For example, he can ping my public IP address from his location, but I cannot ping his public IP address (ISP or local router issue?) and I'm not sure if that matters. We've exhausted our basic network troubleshooting with D2 and we need help from the devs.
We can communicate with each other in Discord without issue FWIW.

We understand you're appearing as blocked by your friend, and that they cannot unblock you. If you and your friend haven't tried yet, we recommend navigating to the Bungie Friends section of this website while logged into your account, and checking there whether it's possible to unblock you.
If no block is visible there, then given you are unable to ping your friend's IP address, you or they should contact your respective ISPs for additional assistance. What you describe suggests a possible IP or router issue, as you seem to have surmised.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
