Please Fix Enhanced Recycled Energy
Recycled Energy currently works in a kinda mid way, but at least it works. The enhanced version does nothing.

It needs to grant more energy to the least charged ability, when it's cool down is less than 50%, with the enhanced moving that bar up to 60%-75%
