Its meant to cost 2 - there was an artifact mod in previous seasons/Episodes that reduced the cost. Once the Episode/season ended that had the reduced cost artifact version some people that had it active incorrectly got to keep the reduced cost while others that didn't have it active in their artifact have the correctly priced 2 energy version.
