I don't know why Bungie is being so stingy about letting Festival of the Lost be good. My only assumption is the refusal to put money into making it better.
I believe FotL has so much potential to be a great event. It used to be my favorite back before Haunted Sectors. I still believe the Haunted Forest was the superior activity. The Infinite Forest is the perfect foundation to become a rogue-like game mode, especially if you include power-ups like the old mask mods used to be. However, that's probably too good of an idea to simply be a three-week event.
As much as I dislike Haunted Sectors and believe they are objectively bad, the idea they pose as an event activity isn't innately flawed. It's solely their poor execution that is bad. If given the proper face lift, I'm sure Haunted Sectors could be a great activity! I've listed the reasons that the current implementation is lacking and an idea of a possible fix already in previous posts. What are some ideas you have?
I also believe that they should stop the voting between 2 cosmetic costumes and just put both up for sale. If you really want to retain the voting aspect, then let it be a vote for which of the designs the accessories (ship, sparrow, ghost, weapon, etc.) should match with it.
Save FotL! (Day 5ish I think?)
