Exotic cipher
How can I acquire an exotic cipher? Does xur not offer the quest to obtain one for completing matches anymore? Please help

Xûr has a quest that can be acquired one per account per week. However if you have a cypher in your inventory you may have to spend it first (either at the Exotics kiosk or in Xûr’s menu after buying the engram costing 97 legendary shard).
