Should we spank everyone in the city who are up to no good?
Like the Drifter, Shin, the Dredgens, the Shadows, competitive leavers, and all those who we know did or are going to do something bad?

Then let the Ghost choose if they want to resurrect them or not. Rinse and repeat until discipline completed. Or a Order of Discipline Guardians, typically Void Hunters and Titans who can temporarily take their light and punish them.
