um maybe I just got really lucky but when it spawned for us it also spawned for the other team so either it spawns for both teams and they missed out on the chance to get the quest or they are a bunch of masochists who enjoy suffering through matches of gambit lol

If it spawns for one team, it will spawn for the other team as well in that same Prime Evil summon. Though I've seen a few posts where if the enemy team is lagging behind, and the winning team has the Servitor summoned and a lead, they will either sit and let them win... or back out and ruin there match and stop them from getting the kill to start there quest.
