At the release of Destiny 2: Forsaken, Scout Rifle damage was reduced for PvE activities. This was further impacted by an issue where Explosive Rounds were negatively effecting damage, which was addressed in a recent hotfix.
To further address the player feedback, we are planning to increase Scout Rifle damage by 15% in a future patch.

There's the Bungie of the old Destiny 1 days. The same Bungie that nerfed all Auto Rifles to oblivion because of SUROS Regime, the same Bungie that nerfed all hand cannons for over a year because of Thorn and The Last Word. Remember the lead up to D2 when they told us that part of the reason we were losing all our loot was so they could balance weapons individually? Yeah, how does that reconcile against a blanket stealth nerf across an ENTIRE WEAPON CLASS, making the class objectively the worst in the game? Pulse Rifles and some Hand Cannons are better at mid-range, Hand Cannons and Auto Rifles are better at mid to close range, and snipers are better for actual ranged fights. All of this smacks of Bungie trying to prevent a repeat of D2Y1 Nameless Midnight, which had essentially become a must have PVE weapon. Instead of addressing scout rifles with dragonfly perks, they nerfed them across the board... This 15% buff on the nerfed value is still going to leave them less useful than pulse rifles.
