You can use a scout rifle no problem. Just move a scout rifle into your character inventory from your vault, then equip it into one of the loadout slots. If you use a tool like DIM you may be able to directly equip it from your vault onto your character. Once equipped, use whatever button or keystroke you have mapped to fire the weapon. Scouts are precision weapons, so go for those head shots!
