Well... Collecting data is piss easy, specially for a shooter game. It's making sense of the data and then using it to improve or change your product which is the difficult bit. Big 4 companies specialise in this field and charge millions for brand improve. It's not an easy thing to do.
You are right that Bungie have their own data and I don't doubt that. I just doubt their skills to make right decisions after analysing the data.

Yeah, nerfing everything that was the most popular in D1 and calling that balance was enough to know the sandbox is the wrong sandbox for this game.
