Not really, is bungie forcing you to spend extra money or stealing? Short answer is no. People make their own choices. This can be left to governments of countries not the UN if you actually read what's their purpose and what it stands for. But I understand what you asking, just going about it the wrong.
Edit: Also the way you describe the game as of now is false and will hurt any real argument about D2 or future destinys' If they go the EA route cause these false claims and will hurt any creditable of the community or news has.

That's why there is the GCB and if the government hears the out cry of its people to overstep the agency and to regulate them like Belgium is to EA over their loot boxes. They will. Best and simplest answer.
