He typed "each lost sector."
I mean personally I think it would be a clutter of emblems, but I think he meant each sector should have its own Emblem, not that each planet should only have 1.
He could have also meant an emblem that tracks Lost Sector Completion. But I think its safe to say you and him have reached a communication barrier of some sort.
