Faction Packages are bugged?!
Have opened 5 FWC packages, and I have been rewarded the same thing. The dang rocket launcher.
Happened with crucible too. Got 3 longbows in a row. ( Happy with dem lonbongs tho )
Also Vanguard packages. 3 comedians in a row. Theres something wrong here.
Is this happening to you too( getting the same reward over and over again )? If so reply here to see if Bungo notices this.

I keep getting shotguns from crucible and vanguard not sure if it's just rng or a bug but I've had that crap shotgun from vanguard 3 times in a row now
