True, but it was only for that particular raid or PoE. Bungie changed gears and gave the weapons in Kings Fall the Cocoon perk to maximize DPS. I don't think they are too crazy about the idea of raid set gear giving perks in the raid because it limits variety. Isn't that why we lost our elemental primaries in the first place?
