Have you tried starting that strike from the planetary node, instead of through a Vanguard strikes playlist? It could be like the Siege Dancer's card where it only unlocks if you do the low level version.

Ran through the whole thing on a new character, that seemed to work. I think I needed to have the TTK quest line.
