It's ridiculous that it doesn't take a meele charge or some sort of charge and the time to sprint doesn't -blam!-ing count

It does take a charge you have to wait a certain amount of time while sprinting to charge

It's like what, 4 seconds so long a delay

It actually starts at 4 seconds (around there), and gets exponentially longer the more you use it. Up to around 36 seconds (I think). The more you know.
