You don't seem to understand what pay to win means. Everyone who buys rise of iron gets access to a quest for a new gjallerhorn, people who pre-order get one with a different skin. Both launchers function the same.

The only way you don't get the gun is if you don't ever get the rise if iron. If you pay early you get one that has a different color. If you just buy it when the dlc comes out then you get the gun but with the normal colors and last time I checked colors don't make a difference in how OP a weapon is.
