There are rules of engagement and rules agreed upon by many countries. Basically etiquette of war.

Yes I know I'm ex military so I always wait but most enemies don't play by same rules in life n games

Problem with your premise: this is a video game. Other problem: in an actual war, you would make a rotten supply sergeant if your attitude was "pass out ammo to 1st soldier in line, everybody else was too slow".
