Yes and no in this century we should be able to build structures and travel effectively to and from Mars but the problem comes with creating a sustainable ecosystem in the sense that if we have to constantly send supplies from earth a Martian colony would be a detriment rather than a benefit therefore before a colony becomes an option we need major breakthroughs in terraforming

No, to both of those. At least, we couldn't stay on either object for an extended about of time without some serious scientific break throughs. It would be easier to colonize Venus' upper atmosphere than it would be too colonize Moon or Mars.
We will most definitely have the technology to set up buildings(for lack of a better term) on Mars in this century. NASA has plans to land there by 2030. And colonization isn't out of the question considering population growth on earth and climate change.
