Come Y2, I had no Universal Remote blueprints in the kiosk, and I had to "discover" it in order to buy it. Thankfully, Xur's Legacy engrams are likely to decrypt into Y1 exotics you don't have yet. First Legacy Exotic Special Weapon Engram I bought from him turned into the Remote.
