Hard to say. I received Universal Remote twice in Y1, well before we knew shotguns were being buffed. Decided not to keep them, and sharded them. Come Y2, I had no Universal Remote blueprints in the kiosk, and I had to "discover" it in order to buy it.
Thankfully, Xur's Legacy engrams are likely to decrypt into Y1 exotics you don't have yet. First Legacy Exotic Special Weapon Engram I bought from him turned into the Remote.

Same thing happened to me with No Backup Plans, was my 2nd Exotic armor piece, first one I bought from Xur, then dismantled it few months later (for some reason that made sense at the time) Come Y2, no blue-print for Y1 NBP, must have been a cut-off point

One would think that they'd use your Grimiore for that. If you have the card, you have the blueprint, easy as that. Not sure why they didn't go that route.
