It's all about keeping you on the grind. The 270 items may have better perks or higher stats and they are hoping you switch to that item and grind it up.

i did, which is why i'm not pleased. also it takes forever sometimes to get a 310 exotic to drop. that's just to get a decent gun higher than 300.

yeah the penalty for switching gear is way too high. you get a decent roll so you infuse it above 300 which takes weeks. In my case it took 4 months to get my scout riffle to 310, and if I get a better one at 280, it's getting tore down because I'm not wasting another 4 months tho level it up. They screwed us last year on the loot grind, but it's far worse this time around.
