Lvl advantages are off in normal crucible. And if everybody was given 320/exotic gear easily you wouldn't get that great feeling when you get what you want with current reward system. And for modes where light matters difference lets say between 310 and 320 isnt that big and getting light 310 isn't any hard everyone can do that just playing casual.
