I just want to point out the fact that it's also not necessarily just someone's internet that should be taken into account when suffering from high ping (red bars). You should keep in mind that yes the players own internet speeds do matter. However with the average household Internet speeds being at least 10 to 15 Mbps (more then enough to play online, stream videos/movies, exc. lag free, you also need to take into account the servers in which your console is trying to connect to. Be it PSN or Xbox LIVE both of these platforms servers fluctuate based on number of users on at the same time. I get an average between 250mbps to 300mbps (wired) however my PlayStation 3 system shows I'm only putting out 20mbps to 30 Mbps. Although the PS3 itself does not have such limited wifi or Ethernet capabilities, because of the fact that the online gameplay is through PSN as well as the game your playing (in this case Destiny). So technically your PS3 is connecting to 2 servers at once unfortunately in order to connect to destiny servers you have to go though PSN (or Xbox LIVE) before connecting. And in a lot of cases especially around 6pm-11pm your local time, most people in your time zone (and local PSN severs) are utilizing PSN severs. This in turn effects the whether your connection to destiny is good or not (assuming you have at least 10mbps on average).
This being said even though it's easier to say someone has poor internet it's not always the case. Actually in most cases it's due to how filled the PSN or Xbox LIVE servers are at that time.
I also want to mention that someone with high ping (red bared) doesn't necessarily mean they are the ones that are causing the lagging problem. Since you can't actually see exactly what ping level they have you cant always assume it's that person with the problem. High ping on consoles is actually more common then people realize and can't be helped due to all the routs your console takes from the Internet at your home to the servers for the online game that you play.
