I think the matchmaking is using the skill balancing of players regardless of connection, which leaves those with decent skill and a good connection at a disadvantage.
The matchmaking needs to pool in all the players who are solo with other solo players. Not a team of solo's vs a fireteam of six who are communicating. Fireteams of 3+ are usually enough to make a difference in any game mode but regardless of the size of the fireteam it can include players with all types of latency.
So in a fireteam of six one player can have a bad connection and essentially draw more focus from the other team because it looks like they're doing something stupid on screen allowing everyone else with a good connection to mop up the players chasing the guy with lag.
Fireteams of six should constantly be playing other Fireteams of six. And the same for Fireteams of 4 or 5 with a few solo players.
Rift is a great game mode that requires more team work than skill in my opinion. Of course skill doesn't hurt either. I think combined arms and better map rotation of ALL maps would be a better iron banner experience. Certain players are better at different game modes and some do not care because they are just grinding for the ib gear.
I know it's a stretch but if the players with bad connections were prevented from competing in a full fireteam it would make the experience better.
For matches not dominated by fireteams it would be better if the matchmaking took into consideration the connection over the balancing of skill so players with bad connections would be matched up with other people with bad connections.
It sounds unfair but it's also unfair to have a player with lag grab the spark who is either using twilight garrison or blink and also "glitching" across the screen whilst using their ability to easily turn in the spark to the enemies rift.
