Well tbh the city doesn't really seem to be under much threat. So, how about there is a new event on Earth, similar to prison of elders, where your fireteam is on the city walls, and waves of fallen are climbing up the walls in waves. Also, zavala or someone should be talking to your fireteam, saying things like "watch out for snipers) or something like that. Instead of three or six guardians on the wall at once, why not make it like a mass game mode of 40 guardians. This makes the city seem more under threat and in need of protection.
