How about a legendary armor set that compliments an exotic armor piece. For example, Saint-14 legendary armor set that goes with the Helm of Saint-14. Make this a multitiered quest for each piece, requiring legendary materials and items that must be forged together. These would enhance the stats of the exotic armor.
