After doing some perk research, I realized there's no actual flaw in your description: You specifically mention [i]rounds[/i], so that means projectile ammo, not "sword energy" Plus, some weapons don't really have reserves (Icebreaker and swords come to mind) so those wouldn't be affected by the perk. Sorry Swordsmen and Icebreakers, this cloak is just not for you :D Must say it's still a pretty impressive perk!
