You can build it OR [spoiler]the BoS gives it to you after the main quest[/spoiler] That lets you skip having to have the requirements and just instantly put it on. Also, they give you the medic pump which is pretty cool.

You have to be level 41 though :/ I checked Level 4 Science and Level 4 Armored.. Dangit
