Oh. You mean because you have to get a random drop in order to be able to raise the light level of weapon/armor?
I would agree that's a negative thing, however it isn't a new concept from TTK or Y2. It's just another way to use RNG to artificially inflate the time required to actually play, rather than new content being a reason to increase play time.
They've done that since day 1; this is just a different way to accomplish the same thing (like having to do VoG 20 times to get the boots from an RNG drop that would finally get you to level 26 or whatever it was). It's not a new concept. It's the same thing wrapped in a different package. It sucked then, and it sucks now, but it doesn't make the game worse than it was before. This concept was already one of the game's faults.
