I think it is OP. Maybe change it so it will have a 10% chance of regaining full health when fatally damaged. Other than that it's pretty solid. Is this an actual chest in the game or your own idea?

own idea. If I wanted to make it a realistic one third perk with 10% has the exotic perk.
