Except in every other Raid, at-level drops were guaranteed.

Drops are more frequent now and most stuff I get is either low or maxed out

Drops are significantly less frequent. Have fun believing whatever you want though, just know you're wrong.

I've already gotten everything from the raid at least 2 times. There were people at the end of year 1 still looking for items from VoG. Believe what you want.
