No. People didn't use the HoW weapons because(other than a few stand out exotics) they were terrible. The stat balance and perks were horrendous. They gave us crap weapons and then wondered why noone used them? The same goes for the new 2.0 weapons. There are a few really decent weapons, but none made me feel like my Hard Light or Word of Crota or even Gally. They just don't give you the same "wow factor" that the year one weapons did.
