Honestly, they [i]should[/i] add voice chat to the Tower as an opt-in, which you don't hear at all if you aren't opted into it. And make the voices reach only so far around the Guardian that's speaking.

It does or it did I thought,I thought if you opted in you could talk in the tower i know i have before.

You can chat with your Fireteam wherever you want, but that's as far as I know that it works. You know, like, I'm not aware of public voice chat, if that's an option in the game.
