Titan, the moon of Saturn I believe, because it has water underneath it's ice layer. Underwater base missions would be awesome!

Wrong moon, thats Europa. Titan is the only moon with an atmosphere and has methane lakes on the surface.

Not looking it up, so I could be wrong, but I think titan is one of Jupiter's moons.
